NORTHAMPTON, Mass. (WWLP) – Parents in Northampton are trying to find ways to save two dozen jobs in the city school system.

Northampton is currently looking to fill a $2.4 million budget gap . Some city officials believe a solution would be to cut the jobs of 24 teachers–that’s because the city spends about 60% of its general budget on its schools.

But there are some parents who are upset over this proposal. An estimated 150 people gathered at JFK Middle School in Florence Tuesday night, to show their support for the teachers, at a public job forum.

Pamela Schwartz of ” YES! Northampton” told 22News last week’s Northampton School Committee budget fails to fund 24 positions.

“The most fundamental: music, art in the high school. language teachers in JFK.  Elementary School teachers on that level.  They are cuts we cannot accept,” Schwartz said.

Schwartz told 22News the group supports creative tax legislation, and that they favor the governor’s tax proposal to fund education and transportation. She also added that they support the “Act to Invest in Our Communities”, which is a bill co-sponsored by Northampton State Representative Peter Kocot. Kocot was part of the panel for Tuesday night’s meeting.

The next public budget meeting will be held 7PM, Wednesday night inside the Little Theatre at Northampton High School.

Both Sipe and Freeman said student safety and discipline should be a priority.

School leaders should enforce safety measures already in place, Freeman said, pointing to a months-long delay in her daughter’s getting a school-issued ID from Central High as one example of a flaw in the system. That kind of gap, she said, makes it difficult for employees to know who actually belongs at the school.

“I think Bibb County has every system necessary to succeed,” Freeman said. “I do not think that their systems are checked to see if they’re effective and working.”

Sipe said she would like neighborhood students to be given priority to enroll in portfolio schools once they are put in place to encourage parental involvement, something she said is strong at Heard now.

“If the students who live in that neighborhood all attend that same neighborhood school, the parents will follow,” she said.

Freeman said some of the district’s recent initiatives, such as the Welcome Center and Mandarin Chinese courses for some elementary school students, have been “more Band-Aids” to long-standing problems. Chinese can benefit some students, but school leaders first should have made sure that students were reading and writing at grade level.

“Putting Mandarin Chinese in every single school when you really haven’t been here long enough to know if it will benefit the child, it was, in my opinion, a poor choice,” Freeman said.

“They were filling in so they’re not additional 50 teachers. They’re filling positions that were vacated do to retirement
resignations, teachers on leave,” says Lacey.

Lacey says the district has made adjustments because of the layoffs. They’ve had to increase the number of students per classroom; exceeding the number set by the state.

German teacher at Great Falls High School Dawn Reitz says having too many students in one classroom affects the students learning.

“When there’s not enough teachers and they combine classes together,” says Reitz. “We’re not able to help the students when they have questions during class because we just don’t have time.”

Property taxes are a significant component in public school funding. Tax receipts have been slowly recovering. For the second quarter of 2012, property taxes are up six percent from last year. Even with the trend in new hiring nationally, officials say it still isn’t enough to close the gap between the teacher-student ratio. Within that four year period when teaching jobs were slashed, enrollment in public schools was projected to be around 370,000. In order to keep up, schools would have had to hire 62,000 teachers. Instead, more than 300,000 workers were laid off.

Republicans’ “completely misguided” pursuit of deficit reduction at all costs, even as the nation’s borrowing costs reach record lows, has prevented the government from making the investments it needs to protect the jobs of teachers, police officers, and first-responders. Those investments wouldn’t just keep teachers in the classroom and first responders on the job, but would also help improve the nation’s overall recovery.
